Learning objectives
The course will provide a basic understanding of administrative transparency and the fight against corruption. During the course, we will analyse the main industry regulations, with a focus on anti-corruption plans, freedom of information, and publication requirements for public administrations.
Expected learning outcomes
After completing the course, students will:
a) Understand the key tools for preventing and sanctioning acts of corruption and offences in the Public Administration;
b) Understand anti-corruption plans and underlying risk assessments;
c) Understand key administrative transparency tools, with a focus on the Freedom of Information Act.

Course syllabus
The course will cover:
a) Law no. 190 of 2012, containing provisions for preventing and sanctioning acts of corruption and offences in the Public Administration;
b) Anticorruption plans and underlying risk assessments;
c) Publication requirements pursuant to Legislative Decree 33/2013;
d) Freedom of Information Act;
e) Legislative Decree 39/2013 on disqualification and conflict of interest;
f) The reputation of the public administrations.

Teaching methods
Classes may be held, subject to any developments and changes to regulations:
· in person, with the option of live streaming and recording services; or
· on the Microsoft Teams platform, with the option of live streaming (see third-trimester schedules) and recording services. Recorded classes will remain available on the platform.
Teaching Resources
For attending students, study materials are lecture notes and documents supplied by instructors during classes.

For non-attending students, study materials are the following regulations:
- Law no. 190 of 6 November 2012, containing provisions for preventing and sanctioning acts of corruption and offences in the Public Administration;

- Legislative Decree no. 33 of 14 March 2013, containing provisions on freedom of information and publication, transparency and disclosure requirements for the Public Administration;

- Legislative Decree no. 39 of 8 April 2013, containing provisions on disqualification and conflict of interest in the Public Administration and state-owned private companies, in compliance with article 1(49 and 50) of Law no. 190 of 6 November 2012.
Assessment methods and Criteria
Written exams may be held, subject to any developments and changes to regulations:
· in person;
· on computer-based online exam platforms (exam.net + seb + zoom, or moodle + seb + zoom, or moodle + e-proctoring systems).
Individual or group-setting coursework will be completed remotely and sent to instructors. Presentations may be held, subject to any developments and changes to regulations:
· in person;
· on the Microsoft Teams platform.
